Kementerian Pelajaran Malaysia (KPM) has released another 14 High Performing Schools 2012 (HPS)  (Sekolah Kluster Kecemerlangan 2012 ), bringing the total numbers of HPS todate to 66 schools.  The Education Ministry’s aim was to identify 100 HPS by the end of 2012.

Muhyiddin said the objectives of the HPS were to elevate the quality of such schools and produce excellent students using holistic approaches.  The third objective, he said, was to narrow the gap between schools in the system through coaching and networking.

Many of previous HPS has taken part in international programmes and competitions and established linkages with foreign schools and groups.

What are the benefits being a High Performing Schools ?

• Each school will received allocation of RM700,000 yearly
• HPS schools also given special allocations, incentives and training for leaders, teachers and non-academic staff
• The school also given autonomy in curriculumn, financial and human resources management and student intake.

For all candidates who sat for the Malaysian University English Test (MUET) in year 2011, you can check the results of the Malaysian University English Test (MUET)  on Thursday (Jan 12), according to the Malaysian Examinations Council.

Where to Check ?

Candidates who sat for the test at schools or higher learning institutions can get their results at the same from 10am on Thursday while the results of private candidates will be posted to them.

Alternative way to check MUET result

Alternatively, all candidates can also check their results through the short-messaging system (SMS) by typing MUET and sending to 15888 from 12.01am on Jan 12 or online by accessing the council’s portal at www.mpm.edu.my from 9am the same day,” the council said in a statement.

A total of 93,869 candidates set for the test at 943 examination centres throughout the country.

How to appeal ?

Candidates not satisfied with their results can appeal by paying an appeal fee of RM70. The deadline for appeals is Jan 27, 2012.

The National Service Training Programme, or Program Latihan Khidmat Negara (PLKN), is Malaysia’s national service program. The conscripts are 18-year-old youths that are selectively drafted. The three-month program, which started in December 2003, began as way to encourage friendship between youths of certain ages from different races and ethnic groups and address concerns that the country’s various races were becoming increasingly isolated from one another

During 2012 Budget, our Prime Minister has tabled few goodies for Malaysian in respect of education. Amongst other, RM100 will be given for every school students. The distribution of RM100 has commenced today and expected to complete by end of the month.

The RM100 payable to each school student as mentioned earlier will further ease the burden of the parents who have to pay for school bus fare, uniforms, shoes, schools bags and stationery when the new school term starts in January.

Who will get ?

This RM100 is paid to every student from Standard One to Form Five irrespective of the household income, meaning a family with six school going children will receive a total of RM600. To cater for this,  the government has to fork out RM530 million.

Co-curriculum fees and insurance premiums

Effective next year, schools will stop collecting co-curriculum fees and insurance premiums. As a replacement the government has allocated RM150 million.

For Form Six/ Matriculation and undergraduates

You will get book vouchers worth RM200 are available to all.  The respective students can collect their vouchers through their schools , universities or colleges. This incentive will help alleviate the financial burden of the needy students who need to purchase books for their revision and lectures. For this alone, the government will spend a total of RM260.

Times Higher Education World University Rankings for 2011-2012 was recently released by Times.  The ranking is divided into region and top universities by subject.

Unfortunately, none of Malaysia universities listed in the ranking. Malaysian universities have never participated in the World University Rankings managed by the Times Higher Education (Times). The Higher Education Minister Datuk Seri Mohamad Khaled Nordin said this was because local universities, which were made research universities in 2007, had yet to mature to meet Times’ standard of 62.5 per cent for research. “The largest component in the Times’ criteria for ranking is research and citations.

• Knowledge is the pillar of civilisation and the foundation for excellence. Therefore, to achieve the aspiration of becoming a developed and high-income country, the Government continues to give priority to the development of the education system to produce talented, highly-skilled, creative and innovative workforce.
• The education sector will be allocated RM50.2bil in 2012. For the Ministry Education, development allocation amounting RM1.9bil will be spend on all types of school consisting of national schools, national-type Chinese and Tamil schools, mission schools and Government-assisted religious schools.
• RM1bil will be provided through a special fund for the construction, improvement and maintenance of schools, particularly to cater for the immediate needs of schools. Of this, RM100mil each will be for the national-type Chinese schools, national-type Tamil schools, mission schools, Government-assisted religious schools, Maktab Rendah Sains MARA while the remaining RM500mil for national schools.
• To provide a brighter future for all Malaysian children irrespective of their socioeconomic background, the Government will ensure quality and affordable access to education. Currently, students in primary and secondary schools are still required to pay RM24.50 and RM33.50, respectively, for co-curriculum, internal test papers, Malaysian Schools Sports Council fees and insurance premium. To ease the burden on parents, it is proposed that these payments be abolished commencing the 2012 school year. With this announcement, for the first time in history, primary and secondary education is provided free. The abolition of these payments would involve an allocation of RM150mil
• The private sector also plays an important role in providing quality education towards creating an excellent future generation. In line with this, the Government proposes private schools registered with the Ministry of Education and complies with stipulated regulations be given the following incentives: First: Income tax exemption of 70% or Investment Tax Allowance of 100% on qualifying capital expenditure for a period of 5 years; Second: Double deduction for overseas promotional expenses to attract more foreign students; and Third: Import duty and sales tax exemptions on all educational equipment. The Government hopes that the savings accrued to the private school operators will subsequently result in the reduction of school fees to ease the burden of parents.
• Registered primary and secondary schools, including national schools, national-type schools, mission schools and Government-assisted religious schools often receive financial contribution from companies and individuals to upgrade school facilities. To encourage more charitable activities, contributions are eligible for tax deductions. This facility will be extended to all registered places of worship. The Government will expedite tax exemption approvals for education institution and all places of worship.
• The Government will offer tuition fee assistance to civil servants to further their studies on part-time basis. In 2012, the Government with the cooperation of public institutions of higher learning will offer 5,000 masters scholarships and 500 doctoral scholarships for eligible civil servants, including teachers with an allocation RM120 million. The Government will also offer 20,000 places for diploma teachers to pursue their undergraduate studies. In this regard, the Government will allocate RM80mil for the first year. I am confident the civil servants and teachers will have a better career path and promotional prospects.
• The private sector is encouraged to work together in strengthening the development of high-skilled human capital. To achieve this, the Government proposes tax incentives as follows: First: Double deduction on allowances paid by companies to the participants of internship program; Second: Double deduction on scholarship awards; and Third: Double deduction on expenses incurred to participate in career fairs abroad.

PETALING JAYA: Nurul Rafhana Mohamed is a college girl who has dreams of becoming a heart surgeon, just like many other college girls. The only thing is: Nurul Rafhana is just 14.

The student of Methodist College Kuala Lumpur’s GCE Advance Level (A-Level) programme said people were often perplexed at how she was already pursuing her tertiary education at such a young age.

The Star Education Fund award recipient said she went through her primary education in Brunei and completed her secondary education in Sri Utama International School.

The final two years were fully sponsored by the school because her parents could not afford it.

Nurul Rafhana said she skipped a grade in primary school and then another grade in secondary school after excelling in her exams.

“None of this was done deliberately though. My parents, neither of whom has a formal education, did not expect me to be done with school at the age of 14,” she added.

Nurul Rafhana said she was grateful to have been given the chance to pursue a higher education and would like to make up for her parents’ missed opportunities.

“I didn’t study in a special way or go for tuition. I just had a strong drive to learn and concentrated on my studies,” she added.

Nurul Rafhana’s mother Firdaus Liyakathali was beaming with joy when her daughter received The Star Education Fund award at a hotel here.

“I hope she makes the most of this scholarship and continues to pursue her dreams to study at Cambridge. I hope she goes all the way,” said Firdaus.

Star Publications (M) Bhd group managing director and chief executive officer Ho Kay Tat thanked the fund’s partners-in-education for their contribution worth RM6mil to help 154 students pursue higher education this year.

“The Star, over the past 40 years, has played a meaningful role in educating all segments of society. We are committed to improving lives through education and knowledge,” he said.

Ho hoped the scholarships would be developed into full-fledged scholarships covering living expenses for the students.

Over 3,000 applications were received for this year’s scholarships.

The University of Malaya (UM) has been listed as being among 400 to 500 Top Universities in the World by China’s Shanghai Jiao Tong University this year. See Rank here.

The Chairman of the UM Board of Directors, Tan Sri Arshad Ayub said UM was included in the list based on the number of journals published in the data base of the index journal of the Information Sciences Institute (ISI), the number of international lecturers engaged and the enrolment of international students at the university.

For record the Shanghai Jiao Tong University was different from the list issued by the Quacquarelli Symonds (QS) World University Ranking where the UM was placed 167th in the world.

Arshad explained that UM’s position in the list issued by the Shanghai Jiao Tong University could be pushed higher if it engaged the services of professionals who had received the Noble award, however, for the time being the UM had not engaged such professionals.

Other universities listed by the Shanghai Jiao Tong University included the Cairo University in Egypt; University of Zagreb in Croatia and the University of Wollongong in Australia, while Harvard University was in first place.

Malaysians studying overseas can register as postal voters

The Election Commission (EC) chairman Tan Sri Abdul Aziz Yusof has confirmed that Malaysian students overseas need only to inform the (EC) that they are out of the country so that they can vote as postal voters.

The requirement for postal voters is minimum age of 21 and above and are studying overseas full-time. In order to eligible for registration, the student need to inform EC that they are going overseas. For students who turned 21 while overseas could also register as voters with the embassies in the respective countries they are in.

The embassies would send the ballot papers to the addresses provided by the students. The students could then return their postal votes to the embassies, who would subsequently submit them to the EC.

Besides students, under the Elections (Registration of Electors) Regulations 2002, those who could vote while residing abroad included members of the armed forces and public servants and their spouses.

What a great news for three Malaysia’s IPTA where they have made it to the top 500 out of 12,000 universities ranked in the Webometrics Ranking Web of World Universities. The list of universities in the tops 500 are as follows :

• Universiti Teknologi Malaysia (419),
• Universiti Sains Malaysia (428),
• Universiti Kebangsaan Malaysia (462).

For record, this is the first time that Malaysian varsities have entered the top 500 since the ranking’s inception in 2004. As usual, American universities dominate the Webo­metrics ranking, with the top five univer­­sities being the Massachusetts Institute of Techno­logy, Harvard University, Stanford Uni­versity, Cornell University, and the University of California, Berkeley.

The Webo­metrics ranking was produced by the Cybermetrics Lab, a research group which is part of the Consejo Superior de Investigaciones Científicas (CSIC) in Spain. It aims in encouraging universities to have a better web presence and researchers to publish more scientific content on the Internet. The main indicators used to analyse university web presence are the size or number of web pages recovered from search engines, visibility, number of rich files available and the number of citations found in Google Scholar.

The rankings are published every six months and around 20,000 higher education institutions worldwide were surveyed.
