Students who scored 9A+ or above in last year’s SPM will automatically be offered Education Ministry bursaries for local pre-varsity courses, Tan Sri Muhyiddin Yassin said today.

The education minister said while the government was restrained financially, it had decided to give aid this year to all 1,609 students who made the grade in 2011.

Bursaries are on offer for STPM, government-approved matriculation and foundation programmes, International Baccalaureate (IB) or A-Levels courses.

Those who successfully complete these courses will retain sponsorship for their first degree starting 2014 if they attain a CGPA of at least 3.5 and secure places in courses and institutions recognised by the Public Services Department (PSD).

Muhyiddin (picture) , who is also the deputy prime minister, said 50 SPM top scorers chosen on academic merit will be sent overseas to further their studies at world-renowned universities recognised by the government.

Another 300 will be sponsored by PSD to study engineering in Japan, South Korea, France and Germany to increase transfer of knowledge from “innovative, creative and competitive” nations, he said.

He disclosed that the government will spend a total of RM2.12 billion to fund students entering local and overseas universities this year.

Putrajaya’s decision to grant bursaries to SPM high-flyers today comes after weeks of increased opposition pressure on the Najib administration over student loans and the sliding quality of local education.

Pakatan Rakyat (PR) has pledged to provide free tertiary education to all Malaysians when it comes to power, an offer the government says will bankrupt the nation.

Students groups have also called for the abolishment of higher education loans, which they say places undue financial burden on graduates.

The government’s decision also comes less than a year after the government said it would limit PSD scholarships to university entrants only from 2012.

The PSD had also proposed to limit the amount of aid handed out given the ever increasing number of SPM straight-As scorers.

Kementerian Pelajaran Malaysia (KPM) has released another 14 High Performing Schools 2012 (HPS)  (Sekolah Kluster Kecemerlangan 2012 ), bringing the total numbers of HPS todate to 66 schools.  The Education Ministry’s aim was to identify 100 HPS by the end of 2012.

Muhyiddin said the objectives of the HPS were to elevate the quality of such schools and produce excellent students using holistic approaches.  The third objective, he said, was to narrow the gap between schools in the system through coaching and networking.

Many of previous HPS has taken part in international programmes and competitions and established linkages with foreign schools and groups.

What are the benefits being a High Performing Schools ?

• Each school will received allocation of RM700,000 yearly
• HPS schools also given special allocations, incentives and training for leaders, teachers and non-academic staff
• The school also given autonomy in curriculumn, financial and human resources management and student intake.

For all candidates who sat for the Malaysian University English Test (MUET) in year 2011, you can check the results of the Malaysian University English Test (MUET)  on Thursday (Jan 12), according to the Malaysian Examinations Council.

Where to Check ?

Candidates who sat for the test at schools or higher learning institutions can get their results at the same from 10am on Thursday while the results of private candidates will be posted to them.

Alternative way to check MUET result

Alternatively, all candidates can also check their results through the short-messaging system (SMS) by typing MUET and sending to 15888 from 12.01am on Jan 12 or online by accessing the council’s portal at www.mpm.edu.my from 9am the same day,” the council said in a statement.

A total of 93,869 candidates set for the test at 943 examination centres throughout the country.

How to appeal ?

Candidates not satisfied with their results can appeal by paying an appeal fee of RM70. The deadline for appeals is Jan 27, 2012.

The National Service Training Programme, or Program Latihan Khidmat Negara (PLKN), is Malaysia’s national service program. The conscripts are 18-year-old youths that are selectively drafted. The three-month program, which started in December 2003, began as way to encourage friendship between youths of certain ages from different races and ethnic groups and address concerns that the country’s various races were becoming increasingly isolated from one another

During 2012 Budget, our Prime Minister has tabled few goodies for Malaysian in respect of education. Amongst other, RM100 will be given for every school students. The distribution of RM100 has commenced today and expected to complete by end of the month.

The RM100 payable to each school student as mentioned earlier will further ease the burden of the parents who have to pay for school bus fare, uniforms, shoes, schools bags and stationery when the new school term starts in January.

Who will get ?

This RM100 is paid to every student from Standard One to Form Five irrespective of the household income, meaning a family with six school going children will receive a total of RM600. To cater for this,  the government has to fork out RM530 million.

Co-curriculum fees and insurance premiums

Effective next year, schools will stop collecting co-curriculum fees and insurance premiums. As a replacement the government has allocated RM150 million.

For Form Six/ Matriculation and undergraduates

You will get book vouchers worth RM200 are available to all.  The respective students can collect their vouchers through their schools , universities or colleges. This incentive will help alleviate the financial burden of the needy students who need to purchase books for their revision and lectures. For this alone, the government will spend a total of RM260.

Times Higher Education World University Rankings for 2011-2012 was recently released by Times.  The ranking is divided into region and top universities by subject.

Unfortunately, none of Malaysia universities listed in the ranking. Malaysian universities have never participated in the World University Rankings managed by the Times Higher Education (Times). • RM1bil will be provided through a special fund for the construction, improvement and maintenance of schools, particularly to cater for the immediate needs of schools. Of this, RM100mil each will be for the national-type Chinese schools, national-type Tamil schools, mission schools, Government-assisted religious schools, Maktab Rendah Sains MARA while the remaining RM500mil for national schools.
• To provide a brighter future for all Malaysian children irrespective of their socioeconomic background, the Government will ensure quality and affordable access to education. Currently, students in primary and secondary schools are still required to pay RM24.50 and RM33.50, respectively, for co-curriculum, internal test papers, Malaysian Schools Sports Council fees and insurance premium. To ease the burden on parents, it is proposed that these payments be abolished commencing the 2012 school year. With this announcement, for the first time in history, primary and secondary education is provided free. The abolition of these payments would involve an allocation of RM150mil
• The private sector also plays an important role in providing quality education towards creating an excellent future generation. In line with this, the Government proposes private schools registered with the Ministry of Education and complies with stipulated regulations be given the following incentives: First: Income tax exemption of 70% or Investment Tax Allowance of 100% on qualifying capital expenditure for a period of 5 years; Second: Double deduction for overseas promotional expenses to attract more foreign students; and Third: Import duty and sales tax exemptions on all educational equipment. The Government hopes that the savings accrued to the private school operators will subsequently result in the reduction of school fees to ease the burden of parents.
• Registered primary and secondary schools, including national schools, national-type schools, mission schools and Government-assisted religious schools often receive financial contribution from companies and individuals to upgrade school facilities. To encourage more charitable activities, contributions are eligible for tax deductions. This facility will be extended to all registered places of worship. The Government will expedite tax exemption approvals for education institution and all places of worship.
• The Government will offer tuition fee assistance to civil servants to further their studies on part-time basis. In 2012, the Government with the cooperation of public institutions of higher learning will offer 5,000 masters scholarships and 500 doctoral scholarships for eligible civil servants, including teachers with an allocation RM120 million. The Government will also offer 20,000 places for diploma teachers to pursue their undergraduate studies. In this regard, the Government will allocate RM80mil for the first year. I am confident the civil servants and teachers will have a better career path and promotional prospects.
• The private sector is encouraged to work together in strengthening the development of high-skilled human capital. To achieve this, the Government proposes tax incentives as follows: First: Double deduction on allowances paid by companies to the participants of internship program; Second: Double deduction on scholarship awards; and Third: Double deduction on expenses incurred to participate in career fairs abroad.
