Calon yang layak memohon adalah;

5. Pelajar SPM lepasan 2008
* Mendapat sekurang-kurangnya gred kepujian 6C dalam Bahasa Melayu
* Memperolehi sekurang-kurangnya gred 4B dalam 6 matapelajaran lain
6. Pelajar SPM lepasan 2009
* Mendapat sekurang-kurangnya gred kepujian C dalam Bahasa Melayu

Calon yang tidak layak memohon:

Kadar Biasiswa

Biasiswa yang ditawarkan adalah seperti berikut;

1. Elaun sara hidup samada RM7,560 atau RM6,426 setahun
2. Elaun buku RM400 setahun
3. Elaun alat perkakas antara RM50 sehingga RM250 setahun
4. Elaun kertas projek RM150 setahun
5. Yuran pengajian politeknik RM400 setahun.

Di samping itu elaun tambang kapal terbang untuk perjalanan dua hala diberikan setiap tahun daripada RM100 – RM1,000 bergantung kepada lokasi.

Kontrak

Pemohon yang menerima tawaran biasiswa politeknik tajaan Jabatan Perkhidmatan Awam ini dikehendaki berkhidmat dengan Kerajaan atau tuntutan gantirugi akan dikenakan. Tempoh berkhidmat dengan Kerajaan dan tuntutan gantirugi ini bergantung kepada tempoh pengajian dan jenis pengajian.

Tempoh berkhidmat ini adalah di antara 3 sehingga 6 tahun dan jumlah gantirugi pula samada RM70,000 atau RM100,000.

Permohonan

1. Permohonan hanya boleh dibuat secara dalam talian (on-line) di laman web Permohonan Biasiswa Politeknik JPA Sesi 2010/2011 mulai 27 Julai 2010.
2. Pemohon terlebih dahulu perlu mendaftar di laman web http://esilav2.jpa.gov.my untuk mendapatkan katalaluan secara percuma.
3. Pemohon dibenarkan menghantar satu permohonan sahaja tetapi dibenarkan mengakses sebanyak 3 kali untuk mengemaskini atau meminda sebelum tarikh tutup permohonan. Hanya permohonan yang terkini sahaja diambilkira sebagai penerimaan permohonan.
4. Permohonan melalui pos tidak akan dilayan.
5. Salinan sijil-sijil tidak diperlukan kecuali dinyatakan dalam “Slip Pengesahan Permohonan Biasiswa JPA Tahun 2010”.
6. Pemohon hendaklah memastikan proses permohonan telah sempurna dengan mencetak “Slip Pengesahan Permohonan Biasiswa JPA Tahun 2010” sebagai bukti permohonan telah dibuat.

Universiti Malaya (UM) is the highest ranked at 42, followed by Universiti Kebangsaan Malaysia (UKM) at 58 and Universiti Sains Malaysia (USM) at 69.

Universiti Putra Malaysia (UPM) is at 77, Universiti Teknologi Malaysia (UTM) at 82 and International Islamic University Malaysia (IIUM) at 159.

QS Quacquarelli Symonds Ltd managing director Nunzio Quacquarelli told The Star that Malaysian universities had done well, with most institutions holding close to last year’s position or improving.

Rankings are a way for universities to measure their performance against one another.

There are other placings such as the QS World University Rankings seeking to identify world-class universities, while the Academic Ranking of World Universities is compiled by the Shanghai Jiao Tong University.

The best-known college and university rankings in the United States are compiled by US News & World Report.

This is the second time top Asian universities were evaluated in a regional ranking from QS Quacquarelli Symonds Ltd, which compiles the annual QS World University Rankings.

QS Intelligence Unit head Ben Sowter said the data collection process for the latest rankings was from late 2009 until the end of March this year.

UKM vice-chancellor Prof Tan Sri Dr Sharifah Hapsah Syed Hasan Shahabudin said rankings was only one of the measures of a university’s global recognition.

“UKM will learn from the rankings and continue to pursue our core functions of research, teaching and service according to our transformation plan,” she added.

UPM vice-chancellor Prof Datuk Dr Nik Mustapha Abdullah thanked university staff for working hard.

IIUM rector Prof Datuk Dr Syed Arabi Idid, who is attending a conference in Azerbaijan, said ranking was important, although programmes to make graduates employable were more vital.

UTM vice-chancellor Prof Datuk Dr Zaini Ujang said the university was progressing well according to its five-year plan, and he was glad that despite UTM not being a research university, it had ranked comparably.

USM vice-chancellor Prof Tan Sri Dzulkifli Razak said the university had formally informed QS that it was not participating in any of its rankings because of methodological flaws.

The University of Hong Kong tops the Asian University Rankings this year, followed by the Hong Kong University of Science and Techno-logy, the National University of Singapore and the Chinese University of Hong Kong.

PETALING JAYA: When the country’s top Sijil Pelajaran Malaysia (SPM) student Gladys Tan Yee Kim was told she was one of the 30 recipients of the inaugural national scholarship programme, she thought it was an April Fool’s joke.

“Is this for real?” asked the Kuching lass when The Star reporter conveyed the good news to her.

Quickly recovering from her surprise, Gladys said that she wished to study psychology in the United States.

“I’m really interested to learn about people, so I can use this knowledge to contribute to society and combat the social ills that plague it,” she said.

Gladys is one of the country’s 30 top performing students who are receiving scholarships from the Government for obtaining A+’s in all subjects in the SPM.

They would be able to pursue undergraduate degrees in their areas of interest as recognised by the Government at renowned universities locally and abroad under the national scholarship programme.

According to a statement from the Prime Minister’s Office, the aim of the prestigious programme is to offer scholarships to the country’s top performing students in order to produce quality human capital for the nation.

Prime Minister Datuk Seri Najib Tun Razak announced last June that a new category of Public Service Department scholarships would be introduced this year based purely on merit, regardless of race.

The students would attend preparatory courses at centres in the country designated by the government and must attain a certain level of excellence to qualify for their studies abroad.

When told of the news, another student Amelia Lee Wei Ling from SMK Taman Melawati almost dropped her telephone in excitement as she relayed her good fortune to her parents.

“I’ve been really praying for this as I’ve applied for a number of different scholarships as well,” she said, adding that she intended to pursue a career in medicine.

Syamilah Mahali from Kolej Tunku Kurshiah, said she was happy to learn that her hard work had paid off.

“I’m really thankful for this opportunity, and I hope that I can get a place for medicine at the Royal College of Surgeons in Ireland,” she said.

Former SMK (P) Sri Aman student Grace Kiew Sze-Ern who was also the country’s second best student in the SPM, said that she was delighted by the news.

“I really did not expect this and I don’t even know what I’m going to study or where,” she said, adding that she was considering pursuing either medicine or dentistry.

A total of 7,987 students obtained a combination of A+, A and A- in all the subjects taken in the SPM last year, adding that 214 students from government schools and 41 students who were either from private schools or private candidates, obtained A+ in all subjects taken.

Students are now graded according to A+, A, A-, B+, B, C+, C, D, E and G compared to previously when the grades were from 1A to 9G.

This year, Gladys Tan Yee Kim from SMK Green Road in Kuching emerged the top SPM student in the country with a score of 10A+’s. The full list as follows :

3. Mendapat sekurang-kurangnya gred 2A dalam tiga matapelajaran berikut (Bahasa Melayu; Sejarah; dan Pendidikan Islam atau Pendidikan Al-Quran dan As-Sunnah atau Pendidikan Syariah Islamiah atau Pendidikan Moral dan)
4. Mempunyai kesihatan yang baik dan tidak mengidap penyakit-penyakit kritikal seperti Hepatitis, Aids, HIV dan sebagainya.

Permohonan

Permohonan boleh dibuat melalui aplikasi atas talian (on-line application) melalui laman web Jabatan Perkhidmatan Awam mulai tarikh keputusan SPM 2009 diumumkan secara rasmi.
Program Pengajian

Syarat dan gred minimum untuk memohon setiap program pengajian di atas boleh disemak di Syarat-syarat Permohonan Tajaan JPA dan MARA Untuk Lepasan SPM 2009 Di Bawah Program Ijazah Luar Negara.
Program Pendedahan Kerjaya Seorang Doktor

• Program Pendedahan Kerjaya Seorang Doktor di hospital-hospital Kerajaan yang terpilih di seluruh negara akan diadakan selama 5 hari mulai 22 sehingga 26 Mac 2010.
• Program ini diwajibkan kepada semua calon yang memohon untuk mengikuti pengajian dalam bidang perubatan di bawah tajaan JPA.
• Keputusan panggilan bagi mengikuti program Pendedahan Kerjaya Seorang Doktor adalah pada 19 Mac 2010.
